Johanns Capping "Cap and Trade"

Nebraska Senator Mike Johanns is putting a lid on "Cap and Trade". With the House passing cap and trade earlier this year, Johanns Monday introduced legislation that will prevent cap and trade from being slipped into law during the lame duck session. Johanns has filed a "point of order" that will require a full Senate vote.
Johanns' legislation requires a 2/3rd majority or 67 Senate votes before cap-and-trade can become law.
Johanns calls "Cap and Trade" misguided policy that will increase costs for farmers, ranchers, consumers and business people, while the benefits are theoretical because China, India and Brazil will not implementing similar policy.
