A 15-year-old Norfolk youth is charged with first-degree arson in the house fire at 804 North First Street two weeks ago. The youth remains at the Juvenile Detention Center in Madison, according to Madison County Attorney Joe Smith. KTIC Radio does not release the names of juveniles.
