Man files paperwork to recall Neb. county sheriff

CLAY CENTER, Neb. (AP) _ A Sutton man has filed paperwork to recall Clay County sheriff Jeff Franklin, citing concerns about employee management. Stan Smith filed a recall affidavit on Monday with the Clay County clerk. To recall Franklin, Smith would need to gather about 800 signatures _ 35 percent of the total votes Franklin received in his last election. Franklin has been sheriff for 14 years. Smith, a former Sutton police officer, says Franklin's management of employees, including hiring and firing practices, has left the county open to lawsuits.
