Cumberland resident, Frank Waters, announced his intention this week to run for the Fifth District County Supervisor seat in Cass County Iowa on the Republican ballot. Waters is a self-employed earth-moving contractor, and Waters served two years in the United States Army as a military policeman and is a Vietnam Veteran.
